Here @Nekolover I'll give you another case that happened in Japan so you can understand the mindset of artists over there. No Game No Life is quite unique because it's still being published. Usually you wouldn't get away with this.
The manga Prism was canceled due to tracing.
What happened was that the artist literally took actual photos and drew on top of them in order to make his illustrations, like so:
When a publisher sees this, it's telling them that their staff is literally drawing over someone else's work without crediting it, and that could breach copyright laws, which spells bad business for the company. If you didn't know, drawings and photos are copyright protected, and if you trace over someone else's photo, that could mean a breach in said protection, which is why people don't do it.
As far as the morality of it goes. If you're not asking for permission and/or not crediting the original source, it essentially equates to you saying you drew something you did not. For example, I could make a painting of a certain scenery, but I can't say I created that scenery myself, that would be decieving people, and that's why it's wrong.
I don't know if you've ever been to college, but in college it is illegal to write someone else's words in your essays without crediting them. If you're found out doing so, the college will literally call the police on you and you will get kicked out of college, no joke. Similarly, if you check any book on any kind of study, there's ALWAYS a list of sources at the end, because people can't claim to have come up with everything just like that.
Tracing is exactly the same thing: doing something yourself but using someone else's works as a foundation without any form of credit. That's why most people think it's wrong.

    Watched Tanaka-kun wa Itsumo Kedaruge.
It's very rare for me watch a show where literally every character is likeable, but this show did it. It was a joy to watch every single episode, and my only regret is that it had to end.
If you're looking for a fun, easy going slice of life that doesn't revolve around cute girls doing cute things, this is the show for you.

Here's as simple as I can make it.
This is my original character, Minako-chan (do not steal):

I put many hours of effort into it. I even signed it to make sure people know it's mine. I completely came up with it myself using my own brain.
However, one day I'm walking across the street and I see a magazine that's running this new battle manga whose protagonist is this girl called Konami-chan

It's clearly based off of my original character since the lines used for the body pose are the exact same, but the magazine never asked me for permission to use my work as a foundation.
That makes me and Minako-chan very sad
And that's why tracing is bad in a nutshell.

No, I'm not telling you THE ACTION is copyrighted, I'm telling you THAT IMAGE, with THOSE EXACT PIXELS, is copyrighted.
You can draw somebody eating an ice cream anytime, you just can't draw somebody eating an ice cream EXACTLY the same way as somebody else drew somebody eating an ice cream.
Fun fact for you: almost all geographical maps are different from each other in some minor way to avoid copyright infrigement.

You're good at being angry and pissing people off, which is fun in its own way, but if you added some weird assumptions about UFOs or out-there opinions like hating sex so much you would prefer for everyone to be born in artificial wombs, it would be more entertaining. Obviously this depends on what type of entertainer you want to be, but if you're funnier, the mods will like you more and you won't get banned as fast.

And just the day after my most awaited order came in! These are definitely the best omnibus volumes I got, the cover is actually pretty solid and the the book itself is very tall which makes it much easiee to flip through since the pages are larger. They were expensive but totally worth it.

I literally linked an article of a man that got arrested in the US and was jailed for 6 months for owning loli hentai manga. Don't know what else you want.
You have to understand there's no clear cut definition for these things. One lawsuit could easily go wrong depending on the jury involved in the case, because obscenity laws are entirely subjective, that's why most companies don't want to risk it, as anybody with a sane mind wouldn't risk it.
Also, even if they won a potential lawsuit, localizing companies are rather small businesses, and as court fees add up, it could really hinder their future regardless.
If they lost said lawsuit however, they'd be setting a huge negative precedent for any future localizing company. That's why most don't want to shake the current status quo.
But hey, since you seem so brave, why don't you localize some loli games for all of us? I personally recommend this one, it's one of my favorites.

Because after this happened the market mindset completely shifted and everyone became afraid of international scrutiny over hentai featuring obscene content like this.
More recently, people were arrested in south korea for owning the game Teaching Feeling. And before that, a visual novel translator was arrested for merely importing erotic games. This is but a small sample of people who have gotten themselves into legal trouble for this kind of thing. Manga has also gotten people into trouble in the past. That's why everyone says it should be obvious why companies don't risk localizing loli content willy nilly, because it only takes one lawsuit for everything to burst into flames.
