I don't think this will matter much, most modders that are worth a damn will still release their mods for free, otherwise very few people will use it past the trial period. Speaking of which, has Steam gone insane and actually decided to provide semi-decent customer service? Because a 24 hour refund policy on mods is great.
As for the people that make huge, amazing mods, this might serve as a good platform to monetize the countless hours of work they'd need have to put into it to make it huge and amazing, I honestly don't see anything wrong with that. And if it turns out that even amazing mods get almost no sales, those mods will (probably) continue being released for free instead.
Will there be a bunch of shit mods flooding in for a quick buck? Of course, but thanks to Steam's amazing game quality control everyone is already used to shoveling through shit to get to something decent, plus the refund policy means those shit mods won't earn the modder much of anything except player ire.

So I googled というには and looked at some sentences:
美人というにはほど遠い -> Weblio translates this as "far from beautiful" 愛と言うにはちょっと足りない 不思議というには地味な話 春というにはまだ寒い陽気でした 剣というにはあまりにも大きすぎ I get the impression that the above mean:
As for calling it love, there's not enough. => Not enough to call it love. Story is too plain to call it mysterious. Weather is still (too) cold to call it spring. Too big to call it a sword. So with your sentence, it might be something like: It's too 騒がしい to call it 静寂. Take this with an ample amount of salt though since I'm a novice too. -

I see why there would be a fuss about this, since it has actual effects in the real world.
Here's a thing, though- you shouldn't expect other human beings to follow the same moral code you do. They are laughing at the suffering of other people, yes. To a lot of people, that is amoral/immoral (depending on who you ask to). To some it isn't, and some people simply don't care about that.
Anyway, you reeally shouldn't expect respect, compassion, understanding or anything else from other people. Specially not from everyone else in the world. You'll just get needlessly angry when you inevitably don't recieve that. Most of us value ourselves and our needs more than we do others- that much is natural. Some people just happen to value their fun over the suffering of other people. And I think that's ok too. If you enjoy this type of bad joke, It's guaranteed fun vs possible suffering to someone you don't know- the choice most people would take is obvious. It's not right, but not everyone cares about what's right or wrong- getting angry about it just makes those people have more fun.
Me? Personally, I don't think it's funny. I see where both sides are coming from, and I don't think it's the type of discussion that leads anywhere. If the thread gets too heated or derailed, I will be closing it, so be sure to keep your calm, everyone.
