Depends on the state, but generally, no. We have a Good Samaritan Law to protect the people trying to help. I don't know the extent of what it covers, but we do have a law like that. But If you actually can and don't help that person, you better be prepared not to drop the soap. And anyone that lets a good person die when they're capable of saving them deserves to get ass-raped by scumbags for years in prison. Can't say I have much of an issue with the law.
