You for some reason have contact to everybody in the gaming industry, in Japan too of course! Make your inner VN dream come true! Hire whoever you like! This thread is simple make a dream team in the same style as the VNDB format, im of course making my own below, you can make it like that, or with less details, or much much more details, your choice! Doesn't character design means he's drawing them? I always thought developing character personalities and such would be the job of the writer. I mean, I've no idea how a scenario writer should write a story without defining its characters himself. VNDB also lists many artists as responsible for character design so I find it hard to believe that this part is about writing and not drawing.
