If, in rare cases, they're actually relevant to the plot, then they serve a dual purpose of providing fanservice and being relevant. Otherwise it's just to titillate the readers. It's kinda implied that they expect their fans to, well, service themselves to the fanservice. That's why they let you view them again at any time, right? I generally think I'm right unless I'm presented with evidence that disproves my own point/opinion ;P If i realize i'm wrong i'll just develop some scheme to make it look like i dropped the subject out of disinterest or forcefully change it while ignoring the opposing party. But that rarely happens since i tend to find all the flaws with my hypothesis before presenting it in a logical argument therefore drastically reducing the risk of negative reception or repercussions.
