Taking a test for translator is a bit impractical, because you have to actually have one to test one, lol. That's why most projects that succeed are started by a translator, hahaha. Editing... I'd have them write a short story on a theme you gave them, then see if they managed to make it interesting, if they repeat a lot of the same phrasing, and if their vocabulary of choice is large or small. Quality-checkers... again, this isn't a testing issue, rather you are pretty much stuck with begging a veteran of proven skill for a straight quality check (of all aspects) and just about anyone with a strong grasp of English (or the target language) will do for a playthrough quality-check.

As for Shinobi, try googling it. It's a breadmasterlee-approved game, so I think at least one person or two tried extracting scripts from it.
If there aren't any on the web, it's still faster to extract them yourself then wait for someone to do it. Use hkki to convert scripts.

It seems some UTF tables are encrypted.
To extract from those archives, you may use CriToolpack from Falo ( http://forum.xentax.com/viewtopic.php?f=10&t=10646 )

I agree, it sucks there are no people who are capable of doing anything with PSP games =( It just sucks.

This game uses UNI as its container (format is known, described here, deuni.py to extract) and stcm2l for scripts (hkki can handle it); reinserting text shouldn't be very hard.

As for Amnesia, I've looked into PSP version a bit.
All important data is stored in PSP_GAME/USRDIR/INSTALL.cpk which can be extracted using this QuickBMS script. Then you can edit scripts with hkki.
Let's see what can I do with Android version of the game.
