I wouldn't know, but that seems to be a walkthrough. As for being dead, apparently the Yandere translation is dead, leaving only Fiona's route translated. Since then, a new group has decided to take over. Unfortunately, this was soon after cancelled. So, yes. There is currently no translation group working on it.
