I'm playing on version 0.9.9.1 here's my settings, try to see something different and mess with it a bit to see if that changes (most stuff is useless in here but I'll put almost everything here just in case):

Graphcis:

Mode > Buffered rendering

Simulate block transfer > checked

Frameskipping > 2

Auto Frameskip > checked

Prevent FPS from exceeding 60 > Checked

Alternative speed > 0

Postprocessing shader 4xHQ GLSL

... doesn't matter but all unchecked

Vsync > Checked

Mipmapping > Checked

Hardware transform > Checked

Software Skinning > Checked

Vertex cache > Checked

Lazy texture caching > Checked

Retain Changed textures > Checked

DIsable slower effects > Checked

Spline/Bezier curves quality > High

Upscale level > 5x
Upscale type > Hybrid + Bicubic

Deposterize > checked

Anisotropic filtering > 16x

Texture filtering > Linear on FMV

(hacks) all disabled

(overlay) not important

System:

Fast memory > Checked

Multithreaded > Unchecked

I/O on thread > Checked

Force real clock sync > Unchecked

Change emulated PSP's CPU clock > 0

Rewind snapshot frequency > 0

Atomic audio locks > Unchecked

Enable Windows native keyboard > Unchecked

*USELESS STUFF* (for this matter)

PSP model > PSP-2000/3000

BTW that never happened with me, so IDK what is the cause, but try to make the settings like mine to try.
