I'm talking about the meaning of the word itself, not specific cases or whatever. In Lolita, Humbert has a sexual attraction for Dolores, and loli has always had a sexual connotation. Liking a lot of lolis and liking them in a romantic way and liking more lolis then other characters is enough to be a lolicon. I myself was called a lolicon because I thought Nymph from Sora no Otoshimono was a cool character. I could quote the posts if you'd like. Now remember kids anime was a diffrent animal back then and lolis as we know them today where not really around yet. Any who it was then that i really started to notice i perferd the smaller / flater chested girls to the more common big brested ones. Since then lolis have become more main stream and changed the way they look as well. They use to be taller (still shorter then the rest but taller then now) but smaller chested.
