Netorare stories are about the heroine being taken away from the protagonist either through force or consentually, either way, it's the heroine being stolen away and you get to watch as she's defiled by random men. Netori is the complete opposite. The key to netori is that the protagonist is the one stealing away the heroine from another man. It doesn't invoke jealousy from reader, but quite the opposite. Cheating is always present in netorare and netori, but exhentai doesn't tag things as netori and just uses the cheating tag.
