On a scale of goodness: very bad (1) < bad/not good (2) < not very good (3)< ok (4) < good (5) < very good (6). Do you mean 1 or 3?) Could you explain ”あまり” for me please? Also, I hate to argue about such; but "It's not very good" is in fact just the negative form of "It's very good." Thinking otherwise is just making things complicated for yourself: "It's not very good" means what it says. It may IMPLIE that the speaker actually thinks it's BAD, but forget about that; I'm just wondering if using ”とても” with a negative adjective in JP is the same as using "Very" in a negative clause in English. For a mild "not very good" expression I'd personally go with あまり良くない, while 全然良くない rather gives me the feeling of "this is completely wrong on every level". Just my 2 cents.
