Started reading this a bit, its a bit different from the usual moege i guess. The MC is actually deceisive and popular, bit like SakuSaku's one but is a far more interesting character so far.Liked how they introduced all the girls too and it was nice seeing them being aggressive from the start . The only intro that was lacking a bit was Ayaka and not a fan of her speech so far Still not sure what route to go for first, all of them look interesting in their own way.

This are just my personal opinion that should be treated as a grain of salt rather than taken as it is. 1. It is evidence that moege is actually quite popular, despite how a part of the vn community thinks that it is just a lump of diabetes. (I mean look at Nekopara) 2. Because moege has simple story. Meaning, it is easier to translate. Hence, for translators who are still lacking in translating experience and would like to get that experience, moege is a very tempting choice, rather they can't go wrong with it. (I mean you can't expect a rookie translator to translate something like Dies Irae right?) 3. Just general assumption, most fan translation are made by translators who are still new because they want to get experience. We should expect larger portion of veteran translator to not be involved in fan translation projects because they want to get paid jobs because they want to make a living.

I'm not entirely sure if it's what you are looking for, but since you mentioned Psycho Pass I think its equally applicable. The book Brave New World by Aldous Huxley has an even more methodical and pathological system of human societal organization. And it also fits the criteria where the villains (the system and the select few people predetermined from birth to be in the 'World controller class') don't do anything crazy that could put the system at risk of collapse. I would also argue that Gendo Ikari in Neon Genesis Evangelion perfectly fits in your desired category.

I'm more annoyed by her voice than her personality, to be honest. In any case, I'm glad there's no (to my knowledge) incestuous route involving her.
